Regulations for Foreign Teachers

 

(1)   Teachers are required to fully observe the constitution, law, regulations and foreign policy of China.

(2)    Teachers are required to adhere to China’s educational guidelines.

(3)    Teachers may not discriminate against any person on grounds of race, color, culture, religion, national origin, gender, sexual orientation or disability.

(4)    Teachers are required to respect China’s religious policies, and shall not conduct religious activities incompatible with their status of as foreign experts.

(5)    Teachers are required to observe the policies and regulations of the employing agency. Teachers must demonstrate concern for and appreciation of the heritage, values and principles of the employing agency.

(6)   Teachers are required to abide by the terms of the contract or agreement, whether verbal or written, unless the duties required include behavior which violates the code of ethics. Teachers must carry out their duties according to the schedules arranged by the employing agency.

(7)    Teachers must respect the culture and dignity of every individual, including exercising courtesy and restraint in the event of any conflict, and encourage the all-round development of the students.

(8)   Teachers are required to make all reasonable efforts to oppose incompetent, illegal or unethical behavior and report any such behavior to the authorities.

(9)   Lessons may not be individually or randomly re-arranged or combined; absence or early departure from or late arrival in class is not permissible; teaching hours may not be reduced without permission; personal arrangements for substituting teachers is not permissible.

(10)Teachers must check student attendance regularly by means of a roll call or registration. Students who are absent for 1/3 or more of the classes are not eligible to take the final exam. Teachers should reprimand students who consistently arrive late for class and report to the authorities if necessary.

(11)Teachers should make every effort to improve their teaching and carry out proper preparation for each class. They should be neatly dressed when in class and be polite in their use of language. The use of modern technology such as multi-media is strongly encouraged in order to enhance the effectiveness of the class.

(12)During the first week of the semester, the teaching secretary will ensure that teachers are provided with all necessary materials including textbooks, timetables and students’ name list.

(13)Teachers should observe the schedule and class arrangements provided, fill in the Teaching Schedule Table and prepare teaching plans.

(14)Within one week after the final examination, teachers should hand in relevant documents, including but not limited to exam papers, students’ attendance record, the final scores to the teaching secretary in both an electronic and a paper version. The latter must carry the teacher’s signature and will be subject to the Dean’s scrutiny.

(15)Following the final exam, teachers should cooperate with other relevant staff in filing the score-sheets and other documents related to the classes they teach.

(16)A teacher’s employment will be terminated in the event of evidence of incompetence in teaching or negligence, or in the event of strong opposition from the students.

(17)If a teacher has to change or finish his/her lessons because of some emergency, he/she must hand in an application to the authorities.

(18)When asking for sick leave, a teacher must submit a doctor’s certificate and a written report to the authorities. In one academic year, his/her salary shall be paid as usual if the sick leave is less than a week accumulatively; however the missed classes shall be made up within 30 days after the sick leave and before the end of the semester. If the sick leave is longer than a week and no longer than 30 days, the teacher will be paid according his/her working period until the day he/she resumes regular work. If the sick leave is longer than 30 days, the employing agency has the right to terminate the contract.

(19)If a teacher asks for leave of absence, he/she is required to present a written report to the authoritiesthe employing agency will be in a position to make the final decision. In principle, the request will not be permitted unless he/she has sound reasons to ask for a leave, such as family accident, business trip requested by the employing agency. If a teacher is invited to give lectures in other institutions, he/she should provide the official invitation from the inviting institutions.

With the employing agency’s permission, a deduction in salary shall be made according to the number of days for which the teacher is absent. During one academic year, a teacher shall not ask for leaves for an accumulative total of 10 days and should not ask for a leave of absence for more than 3 days concurrent once (negotiable under specific circumstances). If a teacher is absent from his/her post without the employing agency’s consent, a penalty of 3 days’ salary will be charged for each day the teacher is absent and the employing agency has the right to terminate the contract.

(20)Without the employing agency’s consent, teachers are not allowed to conduct any part-time job assigned by any other organizations.
